The villagers of Dolmuji in Hwanghae Province suffer terribly under the cruelty of their oppressors in North Korea. Armed with crude farming implements, they rise up against the heavily armed soldiers. All of the villagers are killed except for an elderly man and a young boy who remain in the empty village to tell the tale. Gerald Clamson (Jerry Lewis) is a bank examiner who loves fishing on his annual two week holiday. Unfortunately one day at the ocean he reels in an injured gangster in a scuba diving suit named Syd Valentine (also played by Lewis). Syd tells Gerald about diamonds he has stolen from the other gangsters and hands him a map. Gerald escapes as frogmen from a yacht machine gun the beach. They swim ashore and locate Syd where they machine gun him. Their leader Thor (Harold J. Stone) ensures Syd's demise by firing a torpedo from his yacht that goes ashore blowing a crater into the beach. At the riverside of Rio Tiete, in São Paulo, prostitutes, a pimp, a retarded man, a handicap, people in the margin of the society live their ordinary hopeless lives without any expectation and waiting to die and join themselves in the boat of hell. Barcelona, 1967. Hans Fromm, a German-born architect, lives an well-ordered everyday life. He has become the target of an antifascist death squad though. Indeed their leader, Julius, whose brother was killed by Schmidt, a merciless S.S., believes, without being absolutely certain, that Fromm and Schmidt are the same man. The team, whose other members are Georges, the son of a deportee liquidated by Schmidt craving for action, Raphaë(💂)l, a mercenary type, Nils, the photographer and Romain, watch Fromm's every move until Julius, convinced at last that the quiet German is their man, gives the green light for the operation.
