A thug is convicted and undergoes experimental brain surgery to remove the criminal element in his brain. The operation wipes out all memories of his past life, including where he stashed the loot. He is abducted by his gang and they try to beat the truth out of him. His memories return in the form of weird dreams, and he and his old girlfriend track down the clues to find the money
The title, in British police parlance of the day, defines a petty crook whose criminal activities are minor and legal-borderline, but the title character in this film appears to stretch the definition. Benny steals a purse from Melissa Stribling and discovers a compromising letter in it from her boyfriend Colin Tapley, who is a wealthy surgeon and married. Benny starts a blackmail campaign that leads to murder. Susan Shaw is along as Benny's girlfriend, Molly.
Totò(✂), one of Italy's all-time great comedians, stars as a Neopolitan petty criminal named Don Felice, who pretends to be a Turkish eunuch. Felice is a fraudster and a womaniser who escaped from a Naples prison with his cell-mate, a pick-pocket named Faina (Aldo Giuffrè). The duo, now on the run, rob a foreigner who turns out to be a Turkish eunuch sent by the government to the house of Don Pasquale (Carlo Campanini), a wealthy and jealous Sorrento merchant, to guard his attractive wife Giulietta (Isa Barzizza) and his daughter Listetta (Primarosa Battistella) in exchange for the votes of his local constituents. Don Felice assumes the identity of the eunuch which provides much of the film's comedy.
