Park, a bar owner, is forced into paying extortion money to the local gangsters. When Yong-cheol, a customer, sees this, he is outraged and tries to beat up the gangsters, but he is overwhelmed by their numbers. The gangsters cut off Yong-cheol's leg to teach him a lesson. Park and a young boy assist Yong-cheol in forging a new leg out of iron to use as a weapon to defeat the gangsters.

After that Hong Jeong-Kyu, a convert from communism, is assassinated again and Hwang Cheon-Il, the assassin, is caught. When the case gets into the climax, the communist party under pressure assassinate chief officer Kim. Inspector Park, who is second to none to follow Kim, makes a sudden attack the hideout of the party and clears them out with his strong combative spirit.

Stuart Whitman is Shatter, an international hitman who is hiding out in Hong Kong after he has completed a contract out on an African leader. Shatter soon finds out that everyone wants him dead, including the crime syndicate, the cops and the brother of the African leader he killed. Shatter teams up with a kung fu expert (Ti Lung) to try to get the money that is owed to him. Various double crosses and fight scenes ensue.
