Once the head of a special anti-terrorist surveillance unit, CIA agent Mike Graves has gone bad and has now put together his own terrorist organization. Colonel Noble of the CIA assigns two of his best agents, Lester Martin and Bruce Gilbert to stop Mike. Lester and Bruce were Mike's best friends and can't believe that he has become a terrorist. They confront Mike and find that it is true. Former friends are now bitter enemies. Mike has begun an operation to get the plans for some Top-Secret experimental laser weapons by kidnapping professor Albert and his family. This plot is foiled by the highly trained Special Assault Squad from the National Security Organization. Mike then tries to get the actual laser weapons from the government by having a plane hijacked and holding the passengers hostage.

A sadistic rapist is atacking female students on a college campus. The college enlists the help of wealthy record producer Craig Merkel who hires his old friend Don Potter to teach the students self-defence. Don meets waitress Eve Campo who has her heart set on a singing career, so Don introduces her to Craig. However Craig has much more than her career on his mind.
The film is based on the book Frankenstein's Aunt but there are many changes. Similar to the book aunt Hannah comes to Frankenstein but at first rather with the aim to find a bride for her nephew so that little Frankensteins comes in the family. But he is too busy for something like that. He tries to create a man with the power of a machine and the brain of a genius. Aunt Hannah meets here diffent to the novel more spooks like a merman, a fire spirit and a White Lady and the orphan Max, who is running away from a circus.
