During the First World War, Russian officer Ignatoff, wounded, falls in love with his nurse, Natasha. But she is subject to an upcoming marriage of family convenience to Brioukow, a wealthy industrialist of peasant stock. Brioukow is unjustifiably jealous, since Natasha has not betrayed him. He forces Ignatoff into his debt as a means of humiliating him. When Ignatoff's new friend, Madame Sabline, offers to pay his debt, preventing his ruin, Ignatoff comes quickly to realize that Madame Sabline has an ulterior motive, one that could prove dangerous to more lives than just Ignatoff's. The daughter of a struggling musician forms a symphony orchestra made up of his unemployed friends and through persistence, charm and a few misunderstandings, is able to get Leopold Stokowski to lead them in a concert that leads to a radio contract. In a sharpshooting match, the manager of a Cincinnati hotel bets on the fellow who's been supplying the hotel with quail...who turns out to be young Annie Oakley. Result: Annie is hired for Buffalo Bill's Wild West Show (which is faithfully re-enacted in the film). She's tutored in showmanship by champ Toby Walker. But when Annie wins top billing, professional rivalry conflicts with their growing personal attachment, leading to misunderstanding and separation.
