La acción de la película la se situa en Santa Fe de Tierra Firme, capital de un paí(👛)s latinoamericano imaginario. Durante la fiesta del Día de Difuntos transcurre toda la historia, llena de odios y trágicas casualidades. Santos Banderas, dictador indí(🦃)gena, solo tiene una debilidad: Manolita, su hija, que ha perdido la razó(🍓)n. Mientras, unos criollos se preparan para derrocar al tirano por la vía de las armas y otros, ingenuos liberales, intentan lo mismo dentro de la legalidad. Santos Banderas se convierte en modelo surrealista y grotesco para denunciar la situación vivida en muchos países latinoamericanos. En esta época surgen novelas protagonizadas por un dictador, como ocurre con esta película.
