Once the head of a special anti-terrorist surveillance unit, CIA agent Mike Graves has gone bad and has now put together his own terrorist organization. Colonel Noble of the CIA assigns two of his best agents, Lester Martin and Bruce Gilbert to stop Mike. Lester and Bruce were Mike's best friends and can't believe that he has become a terrorist. They confront Mike and find that it is true. Former friends are now bitter enemies. Mike has begun an operation to get the plans for some Top-Secret experimental laser weapons by kidnapping professor Albert and his family. This plot is foiled by the highly trained Special Assault Squad from the National Security Organization.
