Although he is innocent himself of wrongdoing, Van Ness is pressured by the police to aid them in uncovering some of the criminal activities associated with the operation, including blackmail, smuggling gold, and counterfeiting. In order to obtain the information he needs, Van Ness is forced into romancing Boyd's grasping girlfriend, who finds herself very attracted to the flier. Totò, one of Italy's all-time great comedians, stars as a Neopolitan petty criminal named Don Felice, who pretends to be a Turkish eunuch. Felice is a fraudster and a womaniser who escaped from a Naples prison with his cell-mate, a pick-pocket named Faina (Aldo Giuffrè). The duo, now on the run, rob a foreigner who turns out to be a Turkish eunuch sent by the government to the house of Don Pasquale (Carlo Campanini), a wealthy and jealous Sorrento merchant, to guard his attractive wife Giulietta (Isa Barzizza) and his daughter Listetta (Primarosa Battistella) in exchange for the votes of his local constituents. Don Felice assumes the identity of the eunuch which provides much of the film's comedy. Gambler John Merrick (Frank Lovejoy) is the head of a bookie syndicate and the newspaper is crusading against him and the rackets, primarily because Merrick is in love with Felice Stuart (Joan Weldon), daughter of the newspaper publisher who can not break up the romance through persuasion. A senate committee investigating crime gets involved, the racketeers, other than Merrick who is a "nice guy", strike back and kill a reporter, and Merrick's own son, Jerry Merrick (Robert Arthur), commits suicide. Merrick, to his own disadvantage, helps bring down the syndicate. Since it is in black-and-white-, deals with crime and was an American-made film, some will call it "film noir" since that seems to be the current guidelines for putting a film in that, at one time limited-and-defined genre. It ain't, and neither are most of the others currently so classified Despite its ebullient title and the presence of lightweight dancing star Dan Dailey, Meet Me at the Fair has a lot more meat on its bones than most musicals of the early 1950s. Dailey plays an early-1900s medicine show huckster who finds himself the reluctant guardian of orphanage escapee Chet Allen. As he grows fond of the boy, Dailey becomes determined to thwart the corrupt system that allows substandard orphan asylums to operate while political hacks get rich on government funding. Dailey wins the confidence (and love) of orphan committee member Diana Lynn, who helps to foil the machinations of crooked district attorney Hugh O'Brien. The darker aspects of Meet Me at the Fair are lightened by director Douglas Sirk's marvelous recreations of backstage life at the turn of the century.
